Mark Thomas prepared programming, project approval, and final design (PSR, PR, FHWA Concept Approval Report, and PS&E) for this 3.2-mile extension of Cosumnes River Boulevard in South Sacramento, including a new interchange at I-5 and a 945 foot overhead structure spanning UPRR and Morrison Creek. The project included constructing a four to six-lane road, railroad overhead crossing, creek crossing, five intersections, and new L-9 interchange that connects to I-5.
